7:41 am
as fast as anything in its class and trust me, it's also extremely comfortable, easy to drive, very smooth, and sometimesee sometimes quiet. as tesla makes and sells more of them, the model s like the roadster that proceeded it is still pricey. it starts at about $50,000 after tax rebate. the version we drove costs close to 100 grand. so tesla has done it. the model s is a brilliant, luxury and performance car. and maybe as more of them are made and sold, more of us will
7:42 am
be able to afford one. in palo alto, scott budman, nbc news. >> much more ahead on "today in the bay." we talk with larry gerston about california's version of the fiscal cliff.
7:43 am
7:44 am
state budget makers are breathing a sigh of relief with the passage of several ballot propositions on the ballot nearly two weeks ago. california's fiscal problems, are they finally solved or simply papered over? let's find out. larry gerston joins us now. good morning, larry. as we watched all of those returns come in, folks definitely said that they wanted more money for education and a number of other things. is the problem solved? >> look, there's been some relief. no question. certainly in the short-term if we can use that description. proposition 30 will inject wean
7:45 am
$7 billion and $9 billion in education over the next seven years. money that almost everyone said was badly needed. some other good budget news as well. passage of proposition 39. that's going to close a massive corporate tax loophole. that's important bringing in another billion dollars in and proposition of 36 is another one revising the three strikes that we've talked about that will enable 4,000 people now third strike inmates who have been in prison for nonviolent crimes to apply for release. when they do so, they'll be save the state $50,000 per inmate. that chunk of change multiplied toward 4,000 is $200 million a year. the state treasury will get a few bucks in the short-term. >> we always like to look at long-term. do you think we're kicking the can down the road? >> here's the story. most likely, yes. our revenue sources are a problem. these days particularly
7:46 am
california relies on a single revenue source. that's the personal income tax for about 62% of the general fund. now, that's almost twice the percentage of income taxes accounted for in 1982, just 30 years ago. other sources diminished such as the sales tax which once accounted for 40% and now accounts for about 25% of the general fund. other sources, motor vehicle fees reduced, sin taxes haven't been changed in 30 years, all of these things play much smaller roles providing funds for the state. things are lopsided. >> when you talk about getting a big chunk of the revenue from the same source, the seas get volatile. it's all eggs in one basket. >> that's the problem. we rely on progressive income tax as a single source and the more we do that, when the state economy goes bad, the money doesn't come in. we saw that a couple of times.
7:47 am
it's what happened in 2001, 2002, when the country and state went into a great recession. again in 2008 through just a few months ago when we suffered again, the great recession, all these things. what happens is money dries up. we don't collect it from enough sources. if we take taxes from other places as well, what happens is we're more likely to get more money all the time. we're not talking about more dollars per se. we're talking about redistributing the sources of revenue. why? so that we can have more predictable sources of income all year-round. >> seems like people would be on board. why not? it's because of this tiny thing that takes that absolute two-thirds vote that we talked about over and over in the past. two-thirds vote in legislature to change tax rules. no political party has been able to assemble that huge majority
7:48 am
until now. until now. with the most recent election, democrats now have that two-thirds majority. we have the opportunity to rethink revenues and rethink sources for long-term stability. whether they do so remains to be seen. this is a window that will be open for at least two years until we have another election. how this new majority party plays it out will be fun to watch. >> always fun with you. thank you very much, larry. you can get more of larry's political insight, nbcbayarea.com and look for prop 0. just ahead, what is the president doing? the story behind this photo coming up. hopefully you are impressed with the change at the weather you're seeing this morning. if you like sunshine, you can see the winds have backed off. nice start to the morning looking out across the east bay. oakland in the distance. we'll let you know which areas will see a lingering chance of showers in your sunday forecast when we come right back.
